Maybe stupid antivirus blocking entry to the registry. Maybe you do disable or delete any service. Maybe you just do not have administrative privileges, and you sign in with the usual additional account, ie, not as the owner and administrator of the computer. Different anitivirus have different working methods, and they can be operated even when the antivirus turn off, if the box is ticked. Protect registry from the changes.
